| Vicken Shirinyan was born in 1947, in the Chelderan village of Mardagerd region of Artsakh. After taking his primitive education in the village, he moved to Yerevan to achieve his higher education. After working for a while in Yerevan he returned to his homeland. In 1990 he was elected as Council of State in the Armenian Parliament.
He led the requisition for Artsakh in Mardagerd. He took part in forming the first self-defense detachments in Mardagerd.
He was a member of the Armenian Revolutionary Federation.
He was killed in action on January 17, 1992 in Stepanagerd.
